German theory test
The German theory test is not marked in wrong answers but in error points — and a second rule fails a candidate regardless of how few they have. Both are in Anlage 7 of the licensing ordinance.

A first application for classes AM, A1, A2, A, B, L, T is put 30 questions. The paper is not marked in wrong answers but in error points, and 10 of them are allowed. A wrong answer is not worth one point — how much it costs depends on the question, which is why the two counts are not interchangeable.
FEHLERPUNKTE, NICHT FALSCHE ANTWORTEN. Anlage 7 Nummer 1.2.2 bewertet jede Frage nach ihrem Gewicht mit zwei bis fünf Punkten; eine falsch beantwortete 5-Punkte-Frage kostet fünf Fehlerpunkte, eine falsch beantwortete 2-Punkte-Frage zwei. „Zehn Fehler" und „zehn Fehlerpunkte" sind deshalb nicht dasselbe, und die Verordnung kennt nur das Zweite.
The second rule, which fails you regardless
Unabhängig von der Fehlerpunktzahl ist die Prüfung nicht bestanden, wenn zwei Fragen mit der Wertigkeit 5 falsch beantwortet worden sind.

How long does the theory test take?
There is no answer in figures, and that is the finding: no provision sets a time limit for the German theory examination.

Für die theoretische Fahrerlaubnisprüfung ist keine Prüfungszeit vorgeschrieben. § 16 Absatz 2 Satz 2 FeV verweist für Form, Umfang, Durchführung und Bewertung auf Anlage 7 Teil 1, und Anlage 7 Teil 1 nennt keine Dauer.

Before the test
Classroom hours and the two certificates
12 double periods of 90 minutes of general instruction are required, plus 2 double periods of Klassenspezifischer Zusatzstoff der Klasse B.
- Schulung in Erster Hilfe — Die FeV setzt der Erste-Hilfe-Bescheinigung keine Geltungsdauer. Zum Vergleich: für die Sehtestbescheinigung setzt § 12 Absatz 7 ausdrücklich zwei Jahre — die Verordnung fristet also dort, wo sie fristen will.

Afterwards
Retakes and deadlines
A failed paper may as a rule be retaken after 14 days, and it is then retaken in full. Once the theory is passed there are 12 months in which to sit the practical test.
No cap on the number of attempts
Die FeV begrenzt die Zahl der Prüfungsversuche nicht. Was tatsächlich verfällt, ist nicht der Versuch, sondern die Frist: § 18 Absatz 2 setzt zwölf Monate zwischen theoretischer und praktischer Prüfung und zwei Jahre bis zur Aushändigung des Führerscheins.
