Overview

Which vehicle belongs in which table

The fine catalogue bands speeding by vehicle class before it bands it by location. Which vehicles count as heavy is not decided in the catalogue at all, though — it is decided in the road-traffic ordinance: the first pair of tables above applies to the motor vehicles named in § 3(3) no. 2(a) or (b) StVO.

Those are the road-traffic ordinance's two classes — not the two tables on this page: its sub-paragraph (a) covers motor vehicles over 3,5 t and up to 7,5 t other than passenger cars, plus cars towing a trailer, lorries and motorhomes up to 3,5 t when towing a trailer, and buses including those with a luggage trailer. Its sub-paragraph (b) covers motor vehicles over 7,5 t, all other motor vehicles with a trailer, and buses carrying standing passengers. Both ordinance classes together form the FIRST fine table above — mass alone never decides between this page's two tables.

The second pair of tables is not a different list of vehicles but a sharper regime for the same ones: it applies when such a vehicle is placarded as carrying dangerous goods — or when a bus has passengers on board. Drive a full coach and you are in the strictest of the 3 ladders without anything about the vehicle having changed.

Each of the two heavy classes carries 9 bands per location, so the four tables above are 36 rows. They come unchanged from the reviewed data set; not one figure on this page is typed by hand.

One fine table, two different speed limits

The road-traffic ordinance gives the vehicles of sub-paragraph (a) and those of sub-paragraph (b) DIFFERENT maximum speeds outside built-up areas — one group may lawfully drive faster than the other. The fine catalogue nevertheless merges both into a single fine ladder. For the table above that is harmless, because it bands only the excess in km/h and never the limit itself. It does mean the table is no authority at all on the question "how fast was I allowed to go": that answer is in § 3 StVO and on the signs, not here.

Key figures

The driving ban starts earlier than it does for a car

This is the figure the page exists for. Inside built-up areas a car first meets a standard driving ban in the 31 to 40 km/h band. A lorry or a bus meets one already at 26 to 30 km/h, and a vehicle carrying dangerous goods or a bus carrying passengers at 21 to 25 km/h — at an excess that costs a car driver in the same street money and points and nothing else.

Outside built-up areas everything shifts later but the order holds: lorries and buses from 31 to 40 km/h, dangerous goods and occupied buses from 26 to 30 km/h. The length rises with the band — up to 3 months for lorries and buses, and up to 3 months for dangerous goods and occupied buses.

The top of these ladders is built differently too, which is easy to miss. Their open-ended top band opens at over 60 km/h; the car table's only at over 70 km/h. At a very large excess a lorry is therefore already in the top row while a car is still one rung below it.

The amounts follow the same order. For lorries and buses the ladder runs from 40 € to 800 € inside built-up areas and from 30 € to 700 € outside them; for dangerous goods and occupied buses from 70 € to 950 € inside, and from 60 € to 900 € outside.

Separately from all three tables, the repeat rule in § 4(2) BKatV still applies: two separate excesses of at least 26 km/h each, the second within 12 months of the first decision becoming final, brings a standard ban of 1 month. That rule knows no vehicle class — it keys on the km/h figure and on persistence, never on which letter of the table you were in.

Background

Why the points column holds a surprise of its own here

As on every catalogue page, the points do not come from the fine catalogue but from an annex to the driving-licence ordinance, which lists offences by their catalogue number. For these two heavy tables the join is unusually fine-grained: the annex qualifies individual catalogue numbers as applying "only inside" or "only outside" built-up areas, so the same excess scores differently by location.

In one place that produces a row which looks like a mistake in the table and is not.

A standard rate with no points — outside built-up areas

In the 11 to 15 km/h band of the dangerous-goods and bus table, the outside-built-up-areas row carries a standard rate of 70 € and a zero in the points column. Inside built-up areas the identical band carries 120 € and 1 point. The reason is in the points annex itself: it names that catalogue number "only inside built-up areas". The zero is therefore a checked absence rather than a blank we did not fill in — and neither the lorry table nor the car table has anything comparable at its equivalent row.

Research

What these tables do not cover

This page is about speeding, and only speeding. German law carries plenty more offences for commercial goods and passenger transport, and two of the most searched-for are not in this annex at all — they live in other instruments, with a different mechanism. We name them rather than leave them out silently.

And one row from the tables themselves is deliberately not shown as a band.

What does not exist

Driving and rest times are not in the fine catalogue

Breaches of driving time, rest time and tachograph rules are not offences under this annex. They are governed by the Fahrpersonalgesetz and its ordinance, the Fahrpersonalverordnung — a separate instrument with its own penalty provisions, outside catalogue numbers 9 and 11 entirely. Looking for them in a speeding table means looking in the wrong regulation. Our research did not fetch the penalty annex of the Fahrpersonalverordnung, so we name the instrument and state no amounts for it.

The Sunday and holiday ban is not a column in these tables

Heavy lorries and trailers behind lorries are separately barred from Sunday and public-holiday driving for commercial or paid carriage of goods, including the empty runs that go with it — subject to a list of exceptions covering, among others, combined rail-road transport and certain perishable goods. That is a standing calendar and time-window prohibition, not the driving-ban column above: it turns on the day of the week and on the load, never on an excess. Exactly which vehicles and which hours are covered is written in the provision itself — this page deliberately does not render it as a table.

One row per table is not a km/h band

Beside the bands, both heavy tables carry a row for excesses up to the ceiling of the second band that lasted more than five minutes, or occurred more than twice after setting off. That row has its own, markedly higher standard rate and a point — but it is defined by DURATION and repetition, not by a km/h range. Carried as a band it would overlap the lower bands, so it is not in the tables above. If your notice is worded that way, your row is in the annex under its catalogue number, not here.
